The State Duma introduced several restrictions for "unqualified" investors

In a special issue of the Business Diary dedicated to the SPIEF, Marina Tokmakova, Head of Investment and Real Estate Practice, spoke on restrictions that do not allow "unqualified" investors to invest in certain financial instruments.

The expert notes that the mandatory testing introduced as of October 1, 2021, is designed to help people assess their knowledge and accepted risks: "It should be noted that, according to the Central Bank, almost 67% of unqualified investors who were tested before transactions with complex financial instruments were able to answer all questions correctly, and 42.5% passed the test on the first attempt. Some took four or more attempts (7.8%). A significant part of those who failed the test on the first or further attempts changed their minds about making a deal."
