New ban as of September 8: How to proceed?

On September 8, the Presidential Decree "On a special procedure for the implementation (execution) of certain types of transactions (operations) between certain persons" came into force. According to the document, transactions with shares of limited liability companies with the participation of residents of unfriendly countries will now be possible only upon agreement with the government commission for foreign investment control. This restriction took business by surprise, since, according to a SPARK source, 79.4% of organizations registered in Russia are limited liability companies.
