A number of bills were considered at the plenary session of the State Duma on April 5.
Bill No. 8791 prohibits public equation of the role of the USSR and Nazi Germany in World War II and establishes penalties for the corresponding offense. The ban was adopted last year, but sanctions for its violation were not provided.

Fines for violating the law will range from 1,000 to 2,000 rubles for individuals, up to 4000 rubles for officials and from 10,000 to 50,000 rubles for legal entities. In addition, individuals under this administrative article may face up to 15 days of arrest. In case of repeated offense, the violator will be punished with a fine, respectively, from 2500 to 5000 rubles, from 5000 to 20,000 rubles and from 50,000 to 100,000 rubles. Legal entities will also face administrative suspension of activity for up to 90 days.

"The ban on identifying the goals of the USSR and Germany is fully justified," says Alexander Arbouzov, Partner of Duvernoix Legal. Now this ban is being developed by imposing sanctions for such statements in public statements, the media and on the Internet. In his opinion, the fines could have been higher. Alexander believes that as a result, it is not a threat to freedom of speech: you can still say anything privately.
