Legal aspects of Russia's withdrawal from the Council of Europe

On March 10, the Ministry of Foreign Affairs announced its intention to refuse to participate in the work of the Council of Europe (CE). The authority explained this decision by saying that "unfriendly states of the EU and NATO", abusing the majority in the Committee of Ministers of the Council of Europe (CMCE), "continue to destroy the Council of Europe" and the common European humanitarian and legal space.

According to lawyers, the statement of the Ministry of Foreign Affairs does not launch the procedure for withdrawing from the Council of Europe.

Partner of the "Duvernoix Legal" law firm Alexander Arbouzov explains that in any case, Russia must notify the Council of Europe of its withdrawal from the organization six months in advance.
